In 2001, Victor Nikolayevich Virchenko, Pavel Vasilievich Agafonov, and Tony Kennard each pleaded guilty to transporting minors for illegal sexual activity, six counts of forced labor, six counts of immigration fraud, and coercion to perform in a strip club through a scheme that relied on threats, isolation, and confiscation of passports, visas, and plane tickets. Virchenko was sentenced to 30 months in prison followed by deportation. This was the first case to be prosecuted under TVPA.

INS agents found the victims. The case was investigated by INS, FBI, and the Anchorage Police Department.
The victims were given temporary legal immigration status and housing.
