What happened

The arrest and conviction of Mikoloyck resulted from an undercover law enforcement sting operation called Operation Guardian Angel. "On Saturday, January 29 2009, Mikoloyck responded to an online advertisement that said, in part, 'While there mommas away these girls will play. My girlfriend is out of town her daughters are ready to play with you. Be the first for the little girls ...' (sic). Mikoloyck engaged in a series of e-mails with the undercover officer, who was posing as the pimp, in which he discussed the price for a 16-year-old girl. The next day, Mikoloyck engaged in another series of e-mails with the undercover officer, and further discussed the deal for the 16-year-old girl over the phone. The following day, Jan. 31, 2009, Mikoloyck engaged in another series of e-mail and telephone conversations with the undercover officer, and agreed to pay $100 to take the 16-year-old girl outside the residence for sex for half an hour. Mikoloyck drove from Overland Park to the agreed-upon meeting place, but when he wasn’t able to reach the undercover officer by phone, returned to Overland Park. After making contact with the undercover officer, he then drove back to the location. When Mikoloyck arrived at the house, he paid the undercover officer $100 and was arrested."

Response and intervention

Operation Guardian Angel was created and executed by the Human Trafficking Rescue Project, a joint task force from the Independence PD, the Kansas City MO PD, ICE, and FBI. On December 18, 2009, Mikoloyck plead guilty to attempted commercial sex trafficking of a child. On May 10, 2010, Mikoloyck was sentenced to 10 years in federal prison without parole and made to pay a $5,000 fine. It was also reported that "a forfeiture allegation contained in Mikoloyck’s indictment would require him to forfeit to the government a 2001 Toyota Corolla, which was used to commit the alleged offenses." 7 total men were arrested during the course of this 2-month sting operation. All of the perpetrators were charged with attempted commercial sex trafficking of a child and "using the Internet and telephone to attempt to induce a child to engage in prostitution," and all seven defendants have been indicted and convicted in "the nation’s first-ever federal prosecution of the alleged customers of child prostitution under the Trafficking Victims Protection Act." N/A. No children were actually involved, as it was a sting operation involving an online advertisement.

Todd B. Barkau, with the assistance of the victim’s mother, obtained control of the then-12-year-old girl in 2000. With her mother’s knowledge and consent, Barkau sexually groomed and trained the child to become a BDSM (bondage-domination-sadism-masochism) sexual dominatrix. He did so by engaging in BDSM activities with the child himself, forcing her to engage in sexual activities with other men while he watched, and using BDSM pornography over the Internet to teach her techniques and skills to use as a dominatrix. Barkau resided in the same home as the child and her mother, who allowed Barkau to engage in BDSM activities with the child and teach the child techniques to become a sexual dominatrix. When the child was 14 years old, Barkau created a business out of the home where he advertised the child over the Internet as a 19-to-20-year-old BDSM dominatrix, “Mistress Alisha,” on a website that he created called www.EvilMistressAlisha.com. The victim’s mother suggested the name “Alisha” for the child because it was her own former stripper name. For two years, Barkau sold the child, as “Mistress Alisha,” to sexually dominate men during online web sessions and in-person BDSM activities. This included, among other things, bondage, beatings, burning, and genital mutilation. The customers paid for the sexual services via PayPal cash transfers and with “tributes,” which were products that served in lieu of cash payment; for example, a DVD player, a cappuccino machin,e and other electronics. The victim’s mother knew the child was performing as “Mistress Alisha” on the Internet and in her home and witnessed some of the sessions herself. In committing the offenses, Barkau utilized the victim’s mother to assist and encourage the child to serve as the dominatrix for Barkau’s illegal BDSM business. The victim’s mother accepted financial benefits from Barkau in exchange for her cooperation and support of the child’s BDSM activities. http://kansascity.fbi.gov/dojpressrel/pressrel10/kc050510a.htm
