From April to December 2007, Craig Kraft and Liqing Liu operated a prostitution business. The location changed constantly which included motels in Bloomington, Golden Valley, Plymouth, and Minneapolis. The office for the business was located in St. Louis Park. Women were rotated to work in the brothel, and Liu arranged for the victims to travel to MN from California, New York, and Texas.

Response & intervention
Kraft and Liu pleaded guilty to conspiracy. The case was investigated by ICE agents, as well as the Bloomington, Minneapolis, Plymouth, St. Louis Park, and St. Paul police departments.
ICE received an anonymous letter on August 8, 2007 which outlined a prostitution operation involving Chinese women, saying that women were brought in every two to three weeks, then rotated out of Minnesota.
