Victims trafficked by Burmese gangs. Two of the brokers are ethnic Mon men from Burma. Most traffickers worked on and ran fishing boats. They trafficked the victims by road and told them they would work on a construction site, earning a sufficient wage. If captives complained, the traffickers threw them overboard or sold them to other boats.

Response & intervention
Police and human rights activists conducted raids and arrested several members of the gang. They raided Thai fishing boats and houses in the area.
Houses and boats were raided, perpetrators were arrested, and victims were freed. Some of the traffickers were caught but many escaped. Victims had to be held at a military base while members of the trafficking gang were being rounded up.
12 women suffering from aids had been left to perish in a local house were rescued by police and an anti-human trafficking group. 32 women were set free afterwards as the group agreed on a price for their freedom with the traffickers.
