A woman surnamed Kuo was the head of a labor brokerage company and Tsai sold her foreign women for NT$300,000 each. Kuo's company then "seized its victims' passports and forced them to sign contracts selling themselves to the company." This company is part of a criminal ring lead by a Chinese-Vietnamese in Ho Chih Min City.

Response & intervention
The National Police Agency raided the human-trafficking ring and one vietnamese woman was rescued. The Foreign Affairs Police Corps also ran two separate raids on one day and arrested three suspects.
