What happened

Prison vocational plumbing instructor Anastacio "Ted" Gallardo attempted to exchange money for oral sex from an student-inmate. She accepted because she makes $14 a month at a prison job. At the scene, he forces other acts upon her. He has used 3-6 other inmates as well. He used other inmates to cover up and as lookouts. He admitted to victims that he "should better prepare for sexual encounters with inmates by hiding condoms at the prison's plumbing shop. He threatened to hurt anyone who broke their code of silence. "He's the authority figure". He has "the ability to impact their liberty". Victim became pregnant and Gallardo attempted to obtain the abortion pill RU486 from Mexico and another inmate with contacts and also a registered sex offender. He attempted to sneak her out of the prison for an abortion at a clinic 65 miles away. She was frightened about authorities finding out she was pregnant. Gallardo had another inmate jump on victim's stomach to end pregnancy. He told victim no one would believe her because she was an inmate.

Response and intervention

Little or nothing as been done. There are many more cases. http://cjonline.com/news/local/2009-10-29/reporters_prison_access In reported retaliation, an attorney who helped a reporter "get into" the prison under false pretenses in order to investigate the inhuman civil rights act has been brought up on ethics charges. Prison authorities have convescated victim's diary, detailing the facts, and have not returned it to her. Authorities joked at victim about her bad luck getting pregnant by Gallardo. A corrections officer Richard Short, union leader, has been suspended 3 times in 7 years, once for taping an inmate's pony tail to the table; he says incidents are not as bad as they sound. 8 cases of abuse in 3 years, two at TCF, have been forwarded to prosecutors. Only 3 of these have prompted criminal charges. One perpetrator was "allowed to resign". Another inmate whom the prison states was a jilted "lover" of Gallardo.

Xu and Tang would have some of the female Asian nationals apply for massage therapist licenses in Overland Park, the indictment says, and sign their names on the application as the manager of the massage parlors. Xu allegedly signed the massage license applications for at least 12 female Asian nationals to obtain massage licenses in Overland Park, and Tang allegedly signed the massage license applications for at least seven female Asian nationals to obtain massage licenses in Overland Park. However, the indictment says, Xu and Tang would also employ some of the female Asian nationals without having them obtain licenses. Xu, Liu, and Tang operated the businesses which allegedly offered and provided the prostitution and allowed illegal sexual services. Xu, Liu, and Tang instructed, provided, allowed or promoted for the female Asian nationals they employed to offer and provide sexual services to male patrons, the indictment says. This allegedly included offers of sexual services to identified male patrons and undercover law enforcement officers.
