What happened

On July 16, 2009, Randal G. Jennings, 43, of Chillicothe, MO pleaded guilty to the commercial sex trafficking of children. Jennings admitted that he attempted to recruit five child victims to work for him as prostitutes. After recruiting the girls to motel rooms, he had the children pose for sexually explicit photos, which he used to advertise the children for sexual services on Internet Web sites. Jennings pimped out the girls for years, including one victim who was prostituted from the ages of 14 to 17. Jennings considered himself a "nice pimp," according to the Star. Addressing the judge, Jennings said he thought the girls were college-age students. He also said he placed their ads on Craigslist and another Internet site so they could meet clients in nice hotels, not on the rough streets. He also said prosecutors had overcharged his case. "I did research on human sex trafficking, and this doesn't fit," Jennings said. "What I did barely qualifies for it." Jennings was sentenced by U.S. District Judge Greg Kays on Wednesday, Oct. 6, 2010, to 21 years and 10 months in federal prison without parole.

Response and intervention

Jennings was arrested on Thursday, Jan. 29, 2009, following an undercover prostitution sting at a motel in Johnson County, Kan. Responding to an ad on the Internet, an undercover law enforcement officer arranged to meet two girls for sexual activity. Shortly afterward, Jennings dropped off two minor females at the agreed location. The two females, who were each 17 years old, agreed to perform sexual acts for $300. They were taken into protective custody. Jennings returned afterward, driving the same white van in which he had earlier brought the minors to the hotel, and was arrested. This case was prosecuted by Assistant U.S. Attorney Cynthia L. Cordes. It was investigated by the Kansas City, Mo., Police Department and the Overland Park, Kan., Police Department in conjunction with the Human Trafficking Rescue Project. The minor victims were caught in prostitution stings conducted by the Kansas City, Mo., Police Department and the Overland Park, Kan., Police Department. With the exception of one occasion, Jennings was also caught driving the girls to the motel sting locations. In each of the stings, the minors agreed to perform sexual services for the undercover law enforcement officer in exchange for monetary payment. Aftercare, if any, was not reported. On October 6, 2010, the court took advisement the government’s request that Jennings pay $882,650 in restitution to his victims ($176,530 for each of five victims) and indicated it would rule on that issue at a later date.

Todd B. Barkau, with the assistance of the victim’s mother, obtained control of the then-12-year-old girl in 2000. With her mother’s knowledge and consent, Barkau sexually groomed and trained the child to become a BDSM (bondage-domination-sadism-masochism) sexual dominatrix. He did so by engaging in BDSM activities with the child himself, forcing her to engage in sexual activities with other men while he watched, and using BDSM pornography over the Internet to teach her techniques and skills to use as a dominatrix. Barkau resided in the same home as the child and her mother, who allowed Barkau to engage in BDSM activities with the child and teach the child techniques to become a sexual dominatrix. When the child was 14 years old, Barkau created a business out of the home where he advertised the child over the Internet as a 19-to-20-year-old BDSM dominatrix, “Mistress Alisha,” on a website that he created called www.EvilMistressAlisha.com. The victim’s mother suggested the name “Alisha” for the child because it was her own former stripper name. For two years, Barkau sold the child, as “Mistress Alisha,” to sexually dominate men during online web sessions and in-person BDSM activities. This included, among other things, bondage, beatings, burning, and genital mutilation. The customers paid for the sexual services via PayPal cash transfers and with “tributes,” which were products that served in lieu of cash payment; for example, a DVD player, a cappuccino machin,e and other electronics. The victim’s mother knew the child was performing as “Mistress Alisha” on the Internet and in her home and witnessed some of the sessions herself. In committing the offenses, Barkau utilized the victim’s mother to assist and encourage the child to serve as the dominatrix for Barkau’s illegal BDSM business. The victim’s mother accepted financial benefits from Barkau in exchange for her cooperation and support of the child’s BDSM activities. http://kansascity.fbi.gov/dojpressrel/pressrel10/kc050510a.htm

The arrest and conviction of Mikoloyck resulted from an undercover law enforcement sting operation called Operation Guardian Angel. "On Saturday, January 29 2009, Mikoloyck responded to an online advertisement that said, in part, 'While there mommas away these girls will play. My girlfriend is out of town her daughters are ready to play with you. Be the first for the little girls ...' (sic). Mikoloyck engaged in a series of e-mails with the undercover officer, who was posing as the pimp, in which he discussed the price for a 16-year-old girl. The next day, Mikoloyck engaged in another series of e-mails with the undercover officer, and further discussed the deal for the 16-year-old girl over the phone. The following day, Jan. 31, 2009, Mikoloyck engaged in another series of e-mail and telephone conversations with the undercover officer, and agreed to pay $100 to take the 16-year-old girl outside the residence for sex for half an hour. Mikoloyck drove from Overland Park to the agreed-upon meeting place, but when he wasn’t able to reach the undercover officer by phone, returned to Overland Park. After making contact with the undercover officer, he then drove back to the location. When Mikoloyck arrived at the house, he paid the undercover officer $100 and was arrested."
