What happened

On November 9, 2011, Kemp Shiffer, 58, of Reno, pleaded guilty before U.S. District Judge Howard D. McKibben to one count of transporting an individual in interstate commerce for purposes of prostitution. The plea agreement filed in the case states that on about July 25, 2011, Shiffer transported an individual identified as “C.M.,” from California to Nevada with the intent that “C.M.” would engage in prostitution when she arrived in Nevada. Shiffer engaged in coercive conduct in order to compel “C.M.” to engage in prostitution, and Shiffer was the organizer, leader, manager, and supervisor of the criminal activity, which included another participant, identified in the plea agreement as “E.H.”, who helped Shiffer recruit and transport “C.M.” from California to Nevada. As the investigation into Shiffer's dealings continued, Reno PD says that Shiffer retired from the United States Internal Revenue Service years ago but believe he may have been using his IRS badge to further his recruitment efforts into prostitution. His recruiting may go back as far as 10 years. Aside from his stint as an IRS agent, Shiffer was also an accounting instructor at the University of Nevada, Reno. According to Lahontan Valley News Shiffer along with David Houston and John Kirsch applied for a brothel license in 2006 but were denied.

Response and intervention

The case was investigated by the Reno Police Department, FBI, and IRS Criminal Investigation as part of the Innocence Lost Task Force, and is being prosecuted by Assistant United States Attorney Carla B. Higginbotham. Shiffer was indicted and pled guilty. No aftercare reported for "C.M." Sentencing for Shiffer is scheduled for February 14, 2012, at 10:30 a.m. Shiffer faces up to 10 years in prison and a fine of $250,000, and agreed to forfeit a 2006 Mercedes Benz, an iPhone, computer, and various cameras.

Juan Rico Doss received the mandatory sentence of life in prison. On June 26, 2006, a federal jury determined that Doss was guilty of two counts of sex trafficking of children, three counts of transporting minors into prostitution, one count of conspiracy to commit sex trafficking of children and transporting minors into prostitution, and two counts of witness tampering. In April 2006, Doss' first trail was declared a mistrial after the younger victim refused to testify against Doss. It was determined that the witness had been influenced by Doss, which led to additional charges of witness tampering against Doss. Doss is one of the first in the nation to receive the mandatory life sentence pursuant to Section 3559(e), which calls for mandatory life imprisonment for repeated sex offenses against children. On Nov. 1, 2006, Judge Larson found that Doss’s previous conviction in the State of Nevada on charges of pandering of minors for the purpose of prostitution qualified as a prior sex offense under this statute. Doss' wife, Jacquay Quinn Ford, was sentenced to 15 months in prison for her role in the crimes. She cooperated with the government and testified against her husband.

On March 18 Kacie was seen entering Sanwal’s maroon colored Hummer outside a Safeway in the Stonegate Village near Francisco and Green Valley roads. Sanwal then used force, fraud, and coercion to cause a 17-year- old girl to engage in prostitution. Sanwal gave the victim the name “Amy” and used that name when he posted ads on the Craigslist erotic services section. He took the victim from El Dorado to the Bay area, before returning to Rocklin, CA and posting another Craigslist advertisement. Then once again they returned to the Bay Area.
