Jacobo Dominguez Vazquez, Jose Luis Chavez, and Braulio Anceto Velez trafficked a 13-year old Mexican girl to the United States specifically for prostitution. She was brought to Jackson, Wyoming in March 2004 with the promise of a better life in the United States. After her arrival, the traffickers told her she would be forced to have sex for money, in order to pay her smuggling fee. The men then solicited business for the girl, keeping all the profits and operating out of local motels in March and April, 2004. The men charged $80 to $100 for each sex act. On April 18, 2004, a customer complained about the price, and called the police. The three men, along with a fourth suspect, Armando Salas, left Jackson with the victim for Phoenix, AZ. Allen Brown, aka "Prince", age 47 funded a lavish lifestyle by running a trafficking ring for almost two decades. He recruited women all over N.J. from Camden and Philadelphia to Atlantic City to Jersey City, where he lived. He enticed women with promises of money and a better life. The women had their cell phones and identification taken and were locked inside houses or apartments and not allowed to leave or contact others on the outside. Brown had anywhere from 2 - 20 women working for him each night since 1990, forcing them to bring in a set amount of cash each day, usually from $500-$1000. If the women didn't meet his demands, they were sometimes beaten or denied the drugs he kept many addicted to. Six others were also indicted for helping run the ring or for laundering money. Some of these were Brown's relatives, including his mother, niece and nephew. Annie Cooper, 41, of Jersey City, pleaed guilty last month to first-degree racketering. Officers say she acted as the women's boss, enforcing Brown's house rules.

The case was investigated under the Innocence Lost National Initiative, the Department of Justice's Child Exploitation-Obscenity Section, by the National Center for Missing and Exploited Children, and the FBI. The US attorney's office "aggresively prosecuted" the case. The federal government was able to apply jusrisdiction to the case because the camera used to take exploitative pictures of the child had been manufactured in Korea. Federal powers also applied because of interstate commerce that took place in the motel and because of the use of the Internet.

The girl left her home in Brooklyn on Jan. 10 and encountered someone identified only as Drama who offered to find her a job dancing at parties and introduced her to Ms. Brown, the police said. Ms. Brown told the girl that she had been “purchased” for $500 and had to work off her debt as a prostitute. She introduced Detective Taylor as her husband, the police said, although they described the couple as boyfriend and girlfriend. Detective Taylor, a 14-year-member of the Police Department assigned to the Housing Bureau, who was suspended without pay upon his arrest, set prices of $40 for oral sex and $80 for intercourse and instructed the girl to give her age as 19, investigators said. The girl was taken to a party in a barbershop, where she was forced to have sex for money that was then turned over to the suspects, the police said. That routine was repeated in the following days as the couple drove her and other prostitutes to other parties in Queens, Manhattan and Brooklyn, investigators said. At one point, the suspects complained that the girl was not earning enough money, the police said, and Ms. Brown slammed the girl’s head to the floor and other prostitutes hit her. Detective Taylor threatened the girl that if she did not earn more, he would force her into streetwalking, the police said.
