The arrest and conviction of Mikoloyck resulted from an undercover law enforcement sting operation called Operation Guardian Angel. "On Saturday, January 29 2009, Mikoloyck responded to an online advertisement that said, in part, 'While there mommas away these girls will play. My girlfriend is out of town her daughters are ready to play with you. Be the first for the little girls ...' (sic). Mikoloyck engaged in a series of e-mails with the undercover officer, who was posing as the pimp, in which he discussed the price for a 16-year-old girl. The next day, Mikoloyck engaged in another series of e-mails with the undercover officer, and further discussed the deal for the 16-year-old girl over the phone. The following day, Jan. 31, 2009, Mikoloyck engaged in another series of e-mail and telephone conversations with the undercover officer, and agreed to pay $100 to take the 16-year-old girl outside the residence for sex for half an hour. Mikoloyck drove from Overland Park to the agreed-upon meeting place, but when he wasn’t able to reach the undercover officer by phone, returned to Overland Park. After making contact with the undercover officer, he then drove back to the location. When Mikoloyck arrived at the house, he paid the undercover officer $100 and was arrested."

Deputy U.S. Attorney Brad Shepard reported that the ring was controlled by Mexican brothers Noberto, Gregorio, and Jose Louis Hernandez-Castilla. The women were rotated weekly among the brothels generally set up in apartments in Indianapolis. It also is believed to have operated brothels in Fort Wayne and Elkhart, FBI Special Agent Michael Langeman said in a probable- cause affidavit. The brothers were known to have guns and use violence to intimidate others in the ring, Langeman said. An informant told investigators that he was fearful of Jose Louis Hernandez, who was known “to have connections everywhere,” the affidavit said. Shepard says the traffickers used business cards advertising car repairs and western wear to attract clients. Typically, the cost for services ranged from $40 to $50.

Investigations into the nightclub after several complaints that Paraguayan women were prostituting themselves there. “The investigation revealed that the women originally arrived in Brazil on 45 to 90-day visas, and returned to Paraguay briefly after their visas expired. They would then return to Brazil on new visas. The nightclub paid for the women’s travel back and forth, forcing them to recuperate the costs with their work as prostitutes. Five women who testified against the three operators of the ring said that they worked as prostitutes in order to send money to their families back in Paraguay.”

Abrorkhodja Askarkhodjaev, 32, from Uzbekistan pleaded guilty in October to four charges. He contended his marriage to an Independence woman had been real, and not a sham engineered to win him a permanent U.S. residency card. The woman testified that she married him in exchange for $5,000 and never consummated the relationship. She later pleaded guilty to a federal marriage fraud charge. Askarkhodjaev brought more than 1,000 foreign laborers to the Kansas City area by fraudulently manipulating a complex work visa program. He and his co-conspirators negotiated contracts with some of Kansas City’s finest hotels and resorts to put those laborers to work. Watching his pennies, he larded fees for uniforms, housing and transportation onto his workers’ paychecks and had some of them working for less than $1 per hour. On Monday, U.S. District Judge Ortrie Smith ordered that he be deported when his sentence is completed. Read more: http://www.kansascity.com/2011/05/09/2863391/12-year-sentence-handed-down-in.html#ixzz1M3qqKaXJ Askarkhodjaev managed a scheme that lured foreign workers to Kansas City with promises of good jobs in hotels and other service industries. Prosecutors say more than 1,000 workers were instead treated as slaves, warned that their temporary visas could be pulled and suffered threats of harm to their families. The workers, mainly from the Philippines, the Dominican Republic and Jamaica, paid thousands of dollars to Giant Labor to come to the U.S. with temporary visas. But once they arrived, they lived in small, sparsely furnished apartments, had no access to their mail and were charged so many fees that they sometimes owed the company money. The enterprise illegally made more than $6 million, prosecutors said. Eleven other people were charged in the case, which prosecutors say was one of the largest labor racketeering schemes ever uncovered in the U.S. According to the indictment, Askarkhodjaev owned and operated a labor leasing company, Giant Labor Solutions, at 607 Westport Road in Kansas City. Through Giant Labor and a dozen other businesses that he associated with or controlled as part of the criminal enterprise, Askarkhodjaev secured fraudulent labor leasing contracts from clients in the hotel/resort, casino, and construction industries in Missouri, Kansas, Alabama, Arizona, California, Colorado, Florida, Louisiana, Massachusetts, Minnesota, Nevada, New Jersey, South Carolina and Wyoming. The criminal enterprise allegedly used illegal aliens as part of its workforce to fulfill labor contracts for housekeeping, cleaning services and other duties. Giant Labor’s workforce was predominately comprised of foreign nationals, the indictment says, who either entered the United States illegally, overstayed their visas, or did not have legal authorization to reside or work in their specific locations within the United States during their term of employment. http://kansascity.fbi.gov/dojpressrel/pressrel09/kc052709.htm

Albers, 42, of Kansas City-North, responded via e-mail to an ad that advertised “little girls available.” The ad’s content clearly advertised the children for sex. Albers requested a lunch hour meeting so that he would have time to drive from his office near the Country Club Plaza. The undercover officer responded that he had an 11-year-old girl and a 15-year-old girl available for sex. In a follow-up e-mail, Albers said he wanted to spend an hour with an 11-year-old girl at a cost of $100. In an e-mail later that morning, Albers said he wanted to spend half an hour with the 11-year-old girl but would pay an extra $20 to go “bareback,” referring to sexual intercourse without a condom, for a total price of $80. When Albers arrived at the undercover house for the meeting at approximately noon, he provided the cash to the undercover officer and the arrest team came out from the bedroom. Albers took off running out the front door. The arrest team chased him out the front door and caught him in the neighbor’s front yard, placing him under arrest at that time. Albers also admitted that he had responded earlier to the undercover advertisements that were part of Operation Guardian Angel on three separate occasions in January and February, in which he also tried to arrange a meeting to pay for sexual activity with the child being sold as a prostitute by her pimp.

According to an affidavit that was filed in support of the original criminal complaint, an informant contacted law enforcement officers on March 28, 2011, to report a possible extortion attempt against him. The informant told police officers that he was contacted on Facebook by a female who claimed to be 17 years old, and began to chat online with her and exchanged telephone numbers. The informant and the minor female met at her house and had sexual intercourse, the affidavit says, and they agreed to meet again the next day. When the informant returned the next day and they began to have sexual intercourse, McKinney allegedly entered the room and confronted the informant. McKinney allegedly told the informant that the female was 16 years old, and that their sexual intercourse the previous day had been recorded. According to the affidavit, McKinney demanded that the informant pay him $400 so that he would not tell the authorities. They walked to an ATM together, the affidavit says, and the informant withdrew $100 and gave it to McKinney. They allegedly arranged to meet at a later date for the rest of the money. On April 7, 2011, the affidavit says, the informant agreed to meet with McKinney in order to exchange the money for the original video copy of the sexual encounter. The affidavit alleges that McKinney sent a text message to the informant, instructing him to put $500 in a sealed envelope and give the envelope to a security guard at Devry University. After the exchange occurred, the affidavit says, police officers saw McKinney approach the security desk and get the envelope containing the money from the security guard. McKinney was arrested. When investigators searched the minor’s cell phone, they found several images of child pornography depicting the minor, including sexually explicit photos of McKinney and the minor as well as sexually explicit photos of the informant and the minor.

Elina Sihombing Age: 47 Recruiting, harboring and transporting individuals for the purpose of forced labor, and removing or confiscating the victims' immigration documents David Girle Age: 54 Both of them are owners of America's Best Value Inn on Picacho Avenue in Las Cruces, NM. The couple was charged with "obtaining the labor and services of two Indonesian women by force, threats of force and physical restraint" according to a criminal complaint by the U.S. Department of Justice. According to the criminal complaint, in 2004, Sihombing and Girle allegedly brought the first of their two alleged victims from Indonesia to Phoenix, Ariz., where they were then living, as a nanny for their toddler and with the understanding that the alleged victim would have the opportunity to obtain an education and prepare for a career. Instead, the victim allegedly was forced to work as a nanny and household help and assisted with remodeling of the couple's residence from 8 a.m. to midnight every day, but was never paid for her work and was never given an opportunity to attend college as she was promised. The complaint alleges that, in 2005, Sihombing and Girle brought another woman to Phoenix from Indonesia who did the same type of work for the couple without any pay. The complaint further alleges that on July 27, 2007, Sihombing and Girle moved to Las Cruces where they purchased America's Best Value Inn and lived on the motel grounds. Sihombing and Girle allegedly told the two victims that, after the motel was remodeled and sold, they would be paid for their labor, according to the complaint. Sihombing and Girle allegedly required their victims to work from 8 a.m. to 2 a.m. every day with no days off. The victims were not allowed to leave the motel and were only allowed access to their families in Indonesia if the contact was monitored by the couple, the complaint alleges. In 2009, the victims allegedly asked Girle about their immigration documents, and he told them he had them for safekeeping. Girle also advised them that their visas had expired. Sihombing allegedly withheld food from the victims as punishment and also threatened to call immigration authorities if the two did not do as Sihombing demanded. The complaint alleges that this type of treatment continued until Jan. 4, 2010, when the two victims left the motel.

Charles Ford, a Las Vegas man, was found guilty of repeatedly raping and forcing a Canadian tourist to work as a prostitute. Ford was convicted in April 2011 by a Clark County jury. During the trial, the victim testified she had been a prostitute as a teenager, had stopped for many years as an adult and had raised a family. She decided to go on vacation from her home in Alberta, Canada, to the U.S. While she was staying in Los Angeles she decided to earn money for herself as a prostitute. At that point, she met another prostitute along Sunset Boulevard, Annette Dennis. The two women struck up a conversation and the victim agreed to drive Dennis to Las Vegas. Then when they got to Las Vegas, Dennis' boyfriend, who was known as "T," introduced the Canadian woman to his friend, "Charlie Mac," the name used by Defendant Charles Ford. Prosecutors say that through threats and intimidation and with information gathered by Dennis, Ford coerced the Canadian woman into working as a prostitute for him, making about $2,500 for him over two nights. The victim said Ford gathered personal information about her, got access to her driver's license and her laptop computer, isolated her, monitored her phone calls and e-mails and sexually assaulted her from Jan. 1 to Jan. 3. Although the woman initially refused to "break" to Ford as her pimp, he told her he had information on her adult children and they would suffer the consequences if she didn't comply. Al Beas, a Metro vice detective who is an expert in the subculture of prostitution, told the jury about intimidation and psychological techniques pimps use to get a prostitute under their control. He also said it was easier for a pimp to get a woman who had previously been a prostitute under his control than a woman who had never sold sexual favors. He said a former prostitute was "almost like an addict being put back on drugs." The prosecutor, Deputy District Attorney Michelle Fleck, explained to the jury that those psychological techniques were the same ones used against the Canadian woman — shame, fear, humiliation and isolation.

Case was investigated by the Federal Bureau of Investigation in conjunction with the Human Trafficking Rescue Project. The March. 30, 2011 superseding indictment contains an additional charge against Edward Bagley for possessing a firearm in furtherance of a crime of violence. Cook is also charged with two additional counts of using an interstate facility in the commission of murder for hire, and with one count each of attempted tampering with a victim and attempted witness retaliation, all of which are related to an alleged attempt to kill FV between Sept. 28, 2010, and Dec. 9, 2010. Cook is also charged with tampering with another witness, who is identified as “JP” in the indictment. The superseding indictment also contains additional charges against Stokes for receiving child pornography over the Internet and for possessing child pornography. The Bagleys used the Internet and BDSM pornography to train and groom FV (while she was still a minor) to be a sex slave. Marilyn Bagley allegedly modeled “slave clothes” as part of recruiting FV to become Edward Bagley’s slave. Edward Bagley allegedly gave FV marijuana and ecstasy, showed her images of pornography and sadomasochism activities, and began sexually abusing her while she was still a minor. Edward Bagley began sexually torturing FV in February 2004, according to the indictment, when she turned 18 years old and he had her sign a sex slave contract, which he convinced FV legally bound her to him as his slave for the rest of her life. The indictment cites numerous allegations of a variety of sexual acts, torture, and mutilation over a five-year period. Marilyn Bagley posed in photographs taken by Edward Bagley, the indictment says, where she sexually abused FV. Marilyn Bagley allegedly told FV to “do as she was told” and refused to offer assistance when FV expressed fear of Edward Bagley. Marilyn Bagley benefited financially and by receiving something of value from her role in the sex trafficking scheme. If FV attempted to stop the activity or cried for help, the indictment says, Edward Bagley escalated the torture. Edward Bagley allegedly threatened to kill FV and demonstrated to her that he could do so by keeping numerous guns in the home. Edward Bagley shot animals that FV cared for in front of her, the indictment says, and bragged about the bodies he had already buried in the woods behind the trailer home. Edward Bagley also threatened to bury FV alive, the indictment says, and showed her a video demonstrating how he intended to do it. Edward Bagley had FV tattooed to mark her as his property, the indictment says, including a bar code on her neck, a tribal tattoo on her back to mark her as a slave, and the Chinese symbol for slave on her ankle. Between February 2004 and February 2009, the indictment says, Edward Bagley tortured FV on live webcasts on the Internet. Cook allegedly watched live video over the Internet of FV being sexually abused and tortured, and downloaded pictures of FV to his computer. Cook allegedly sent images to Edward Bagley of females in his residence that he beat, bound and tied up to share ideas of how to abuse FV. Cook allegedly used those torture methods on FV when he visited the Bagley residence. Cook gave Bagley a hard drive with sadomasochism and torture videos downloaded from the Internet, including videos demonstrating to Bagley how he could bury FV alive. Stokes allegedly traveled to the Bagleys’ residence and engaged in both sexually torturing FV and watching Edward Bagley torture FV. Stokes gave Bagley steaks, cigarettes, coats, clothing, lighters and cash. Stokes paid $1,000 for Bagley to transport FV to California in December 2006 for a photo shoot in which FV performed sexual acts. Stokes paid Bagley $300 for a torture session, and also gave him money to build a home-made device to sexually torture FV. In addition to the criminal conspiracy, each of the defendants is also charged with one count of sex trafficking by force, fraud or coercion and one count of using the Internet to facilitate the unlawful activity. Edward and Marilyn Bagley are also charged together with forced labor trafficking and document servitude. The federal indictment alleges that the Bagleys forced FV to work as a stripper and exotic dancer at adult entertainment clubs from June 2007 to February 2009. They allegedly earned approximately $112,200 from FV’s work. According to the indictment, Edward Bagley punished FV with torture and physical and sexual abuse for failing to be a top earner at the adult entertainment clubs where he had her dance and strip. Edward and Marilyn Bagley allegedly confiscated FV’s identification documents, including her state-issued identification card, birth certificate and Social Security card. Edward Bagley is also charged with one count each of using the Internet to entice a minor to engage in illicit sex, enticement to travel for illicit sexual activity, transportation for illicit sexual activity, possessing a firearm in furtherance of a crime of violence, conspiracy to distribute a controlled substance to a person under the age of 21 and being a drug user in possession of firearms and ammunition. Beth Phillips, United States Attorney for the Western District of Missouri, cautioned that the charges contained in this indictment are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a federal trial jury, whose duty is to determine guilt or innocence.

Edk Kenit, 29, and Choimina Lukas, 31, a Micronesian couple living in Longview pleaded guilty Tuesday in a human trafficking case in which they were accused of forcing an 18-year-old woman from their homeland to work for them. Kenit and Lukas admitted in federal court in the Western District of Washington that in March 2010 they recruited the victim, identified in court documents as "S.S.," to care for their three children and do cooking and cleaning seven days a week without pay. Kenit, Lukas and S.S. all are from the Chuuk island group in the Micronesian archipelago in the South Pacific. Culturally, S.S. felt bound to obey her elders, who threatened to harm her if she disobeyed, according to court documents. Longview Police Detective Steve Dennis, the initial investigator on the case, said their families apparently knew one another, so Kenit and Lukas "made arrangements to fly her here. They promised her wealth and everything that comes with America." Once S.S. got to the U.S., Kenit and Lukas forced “S.S.” to care for their children without pay, Dennis said. Kenit and Lukas fed the victim and allowed her to live in their duplex apartment at 2008 46th Ave. But in July 2010 they forced her to take a job at Foster Farms and seized her pay until she finally quit the job in October, Dennis said. When she began objecting to her treatment, they hid her passport. Micronesians need only a passport but no visas to enter the United States, Dennis said. So the woman was living and working here legally. However, stripped of her paperwork and unable to speak English, she was left in a frightening situation, Dennis said.

Mi Sun Cho was convicted November 8, 2011 for her role in an international sex trafficking conspiracy. After a one-week jury trial before U.S. District Judge Kimba M. Wood, Cho was found guilty of conspiring with others to induce or entice women to travel across state lines for the purpose of engaging in prostitution, and for personally transporting individuals across state lines for the same purpose. Cho is the last of 17 defendants to be convicted as part of this wide-ranging, international conspiracy. Two other defendants charged in the conspiracy remain fugitives. Manhattan U.S. Attorney Preet Bharara said: “The conviction of Mi Sun Cho closes a chapter in the prosecution of those responsible for a vast, international sex trafficking ring that exploited countless women. This guilty verdict also sends a clear message to others engaging in similar conduct that they will be punished.” According to the superseding indictment and the evidence presented at trial: A network of brothels in the Koreatown section of Manhattan masqueraded as massage parlors and used various brokers and taxi drivers to provide a steady supply of women to engage in prostitution. Cho was a broker who supplied prostitutes from New Jersey, Los Angeles, and Korea to these brothels, which were operated by other defendants in the case. Brokers like Cho received anywhere from $200 to $500 each from both the brothel owners and the prostitutes for facilitating connections between them.
