Alec Souphone Sou and Mike Mankone Sou, owners of Aloun Farm in Hawaii, and Thai labor recruiter William Khoo were charged yesterday for engaging in a conspiracy to commit forced labor and visa fraud. The charges arise from the defendants' alleged scheme to coerce the labor and services of Thai nationals brought by the defendants to Hawaii to work under the federal agricultural guest worker program. Both Sou defendants are also charged with conspiring to commit document servitude. If convicted, Alec and Mike Sou each face maximum sentences of 15 years in prison and Khoo faces a maximum of 10 years in prison. According to the indictment, Alec Sou, Mike Sou and William Khoo conspired and devised a scheme to obtain the labor of 44 Thai nationals by enticing them to come to Aloun Farm in Hawaii with false promises of lucrative jobs, and then maintaining their labor at the farm through threats of serious economic harm. They arranged for the Thai workers to pay high recruitment fees, which were financed by debts secured with the workers' family property and homes. The indictment claims significant portions of these fees went to the defendants. After arrival at Aloun Farm, the Sou defendants confiscated the Thai nationals' passports and failed to honor the employment conracts. The Sou defendants maintained the Thai nationals' labor by threatening to send them back to Thailand, where they would face serious economic harms created by the debts. The indictment charges that the defendants engaged in a visa fraud conspiracy by making false representations in documents filed to obtain employment-based visas. The case of being investigated by the FBI and the U.S. Department of Homeland Security Immigration and Customs Enforcement.

Moises and Maria Rodriguez, were agricultural contractors who brought illegal immigrants to America and forced them to live as virtual prisoners as they worked off their debts. In this case there were 5 men who were contracted out to a local organic farm. The men were held in debt bondage - Rodriguez contended that each man owed him money for smuggling them into the U.S. - he put the price somewhere between $1,100 and $1,300. He charged them $100 a month for rent, $96 a month for a transportation fee, and money for bathroom cleaning - even though most of the toilets didn't work and the one that did was filthy. He charged them Social Security taxes but didn't turn that money over to the federal government. In addition they lived in fear of retribution should they flee and their housing was awful.

On September 16, 2009, the Canadian woman was apprehended by the Jacksonville Sheriff's Office as part of an undercover prostitution sting. At that time, the woman became hysterical and advised officers about what had happened to her. The investigation into Townsend's sex trafficking activities then commenced. The Jacksonville Sheriff’s Office conducted an undercover prostitution sting. Upon arrival in Jacksonville, after stops in many cities down from New York City, Townsend caused the women to engage in commercial sex acts from an abandoned apartment on Edenfield Road and also from the locations of customers, including local homes and hotels. Investigators amassed a large amount of evidence including hotel records, phone records, bank records, and 28 internet ads in which Townsend advertised the victim's availability for commercial sex acts. Investigators also seized a GPS from Townsend's vehicle and were able to establish locations of various customers in Jacksonville from the data contained in the GPS. The Canadian victim testified that Townsend forcibly removed her personal property (including her passport, cell phone, and laptop computer) from her belongings at the residence of Townsend's brother in Thomasville, North Carolina as a means of preventing her from leaving. Investigators actually recovered the woman's hidden passport from inside a stereo speaker at the brother's residence. Evidence also included a social networking message to one of the victims in which Townsend acknowledged that the victim would be beaten for not making "her number," a reference to a nightly quota of $1,000.00.

The case was initially brought to the attention of the authorities by an informant in 1997 and it resulted in the arrest of Mr Glazner 14 months later in 1999. Glazner had bought Thai women from agents in Thailand for between $15,000 and $18,000, and they had knowingly come to Australia to work as prostitutes (McKinney 2001). Evidence was presented at an initial committal hearing showing that the women feared Glazner and that he withheld their passports, restricted their movements, and kept them in debt bondage (Police vs. Gary Galzner and Paul Donato Marino 1999). Detective Senior Sergeant Ivan McKinney outlined the evidence presented (at the committal hearing and trial) at a public forum in 2001. He said Glazner chose to enforce the “contract” under the first condition of 500 “free jobs”, each job being a half hour of sex. (McKinney 2001). At least 40 women were proven to be connected to Glazner through DIMIA records. Investigators suspected four to five times this many women were involved. The women were generally prostituted for 12-hour shifts, seven days a week. McKinney detailed the conditions of sexual servitude under which the women were kept upon arrival in Australia. Their living conditions at the Kew hotel where they were housed were extremely cramped and they were locked in. Glazner had installed a large locked iron gate and bars on the stairwells, and sealed the windows. Glazner or an associate drove them to and picked them up from the brothel where they were prostituted (McKinney 2001). Journalist Mark Forbes, reporting on the trial for the Age newspaper, wrote that Glazner had verbally abused and intimidated the women, and kept a loaded gun in clear view of the women at the hotel (Forbes 1999). The women feared for their lives and of reprisals against themselves or their families back in Thailand. As “Michelle’s” translator stated for her at the trial: “She said if she is here, maybe she will die. If she goes back to Thailand, she will die” (Police vs. Gary Galzner and Paul Donato Marino 1999.
